Steve Rossoll, PE, an expert in Civil Engineering, is the Development Manager at Proterra
Properties, LLC. With nearly 40 years of experience in the land development industry, including
consulting, municipal plan review, and construction, Steve has proven exceptional leadership,
team-building abilities and process implementation as well as overall knowledge of the entire
development process. Steve’s thirty-plus years of experience in the Pikes Peak region have
given him the relationships and tools necessary to excel. His “outside the box” thinking brings
value and simplicity to the construction process. And his positive attitude results in cohesive
teamwork.

At Proterra Properties, Steve is a key member of the raw land evaluation team, performing due
diligence research, budgeting, and scheduling. Once a property is selected for development
Steve works with a hand-chosen team of consultants to prepare the design and obtain
entitlements from local, state, and federal review agencies. He stays involved in projects
throughout the construction process and ensures that delivery is on time and on budget.
